Terms of Use


The present terms of use (henceforth, the “Terms of Use”) regulate the services of the web portal “http://creditopublico.gob.do” (henceforth, the “Portal”) of the government agency “General Directorate of Public Credit” (henceforth, the “Government Agency”), created by the Technology Information and Communications Department (henceforth, the “TIC Department”) on 20 January of 2006. The TIC department is part of the government agency, which is a dependency of the Ministry of Finance, created by law No.6-06 on 20 January 2006 with its domicile and main office on 45 Mexico Street, between Pedro A. Lluberes Street and Federico H. Carvajal Street, in Gascue, Santo Domingo, D.R.

The use of the portal grants the condition of user of the portal (henceforth, the “User”) and implies the acceptance of each of the provisions established in the Terms of Use and Policies published by the Government Agency at the moment the user logs on to the portal. Thus, making it necessary that the user reads the terms on each occasion he uses the portal, as the terms are subject to change without prior notice.

Object.- Through the portal, the Government Agency facilitates access and the use of services, information, and content (henceforth, the “Services”) to the users.

Accessibility and Portal use

  • Free access and use of portal.- The Services rendered by the government agency to the user are free of charge. Although, some services offered by the Government Agency through the portal may include charges for which they would be notified.

  • User registration.- In a general sense, the rendering of services do not require previous subscription or registration by the user.

  • Veracity of Information.- All information facilitated to the user through services must be truthful. Therefore, the user commits himself to guaranteeing the integrity of the data provided. In the same manner, it is the user’s responsibility to maintain all information facilitated by the government agency up to date so that the data is represented in a truthful manner. In any case, the user is responsible for any false or inexact information presented and of the damages caused by the information administered.

  • Intellectual Property.- All content in the portal, be they texts, images, compilations, brands , logotypes, color combinations, or any other element’s structure and design, or programs necessary for their use, are protected by intellectual property rights belonging to the government agency or third party licensee.

  • The user of the portal must abstain from suppressing, altering, eluding, or manipulating any protection or security device installed on the portal.

Protection of Personal Data.- For the use of some of the services, the user must previously facilitate the government agency some data of a personal nature (henceforth, “Personal Data”).

  • The government agency will treat personal data in an automatic manner with the object and conditions defined in its privacy policy. The government agency does not guarantee the absence of computer viruses and of any other third party service through the portal that may cause system alterations in the user’s system (software and hardware) or in the electronic documents or databases in the user’s system.

  • The government agency has installed the means and used techniques to adopt the necessary levels of security and protection deemed necessary. However, the user must be aware that security measures on the internet are not infallible.
  • The government agency may use “cookies” when a user navigates the site and portal web pages. The “cookies” used on the site and portal web pages are associated with a determined browser (An anonymous user), and do not provide the name or last name of the user. The “cookies” allow for the government agency to recognize user’s browsers and enables the users to use the site adequately without having to register on every single visit. The “cookies” used cannot read other “cookie” files created by other providers. The user may enable settings on the browser to reject the installation of “cookies” on their hard drive.

  • To use the Portal, the installation of “cookies” by the government agency is not indispensable, notwithstanding the user may need to register each time he uses a service that requires previous registration.
