Privacy policy


These policies (henceforth, the “Policies”) regulate the use of the services provided by the internet portal http://www.creditopublico.gob.do (henceforth, the “Portal”) belonging to the government agency known as "Dirección General de Crédito Público" (henceforth, “Government Agency”). This Government Agency is a dependency of the “Ministerio de Hacienda”, created by law no. 6-06 on January 20th2006. Its main office is located on 45 Mexico Street, between the streets Pedro A. Lluberes and Federico H. Carvajal, in Gascue Santo Domingo D.R.

  1. Conditions.

    1. Minors under the age of 18.- To make use of the services that require the gathering of personal data through the portal by the Government agency, all minors must have permission granted by their legal guardians. The legal guardian bares the responsibility of any acts or activities initiated by the minor in question.

    2. Correct usage of the Portal and services. The user pledges to use the Portal and its services according to the law, privacy policies, and terms of use particular to the service and other notifications and instructions presented to them.

    3. The user will abstain from obtaining or attempting to obtain content by means other than the ones facilitated by the Portal, or by means other than those regularly used on the internet that may risk, damage, or produce outages of the service and content.

    4. The user or any other third parties harmed by the receipt of non-solicited messages may contact the Government Agency at the following email address: infodeuda@creditopublico.gob.do.

  2. Intellectual property, Copyright, and Trademarks.

    1. All brands, commercial copyright and distinctive signage that appear on the Portal are the property of the Government Agency or of third parties. Any use of the portal does not imply ownership rights over the aforementioned items.

    2. Likewise, the content is the intellectual property of the Government Agency or of third parties. The user may consult, copy, or store the content on his hard drive, for personal, private, and organizational use while recognizing and communicating the adequate ownership rights of the content provided. It is prohibited to alter, modify, or decompile the content.

    3. The commercialization of the content on the Portal is strictly prohibited without the previous written consent of the Government Agency. The Portal may contain information from other sources, for which their consent must also be obtained.

  3. Disclaimer of Liability.

    1. Availability, Continuity, utility, and fallibility.- The government agency does not guarantee the availability and continued service of the Portal. When reasonably possible, the government agency will warn of any interruptions in service. In addition, the Government Agency does not guarantee the utility of the portal for the realization of any concrete activity, nor its infallibility regarding the effective use of the Portal and its services, such as accessing the different webpages that form the Portal or of those that provide services.

    2. The government agency is not responsible for any damages of any kind that may be due to the lack of availability and continuity of service of the Portal, and to the defrauding of usefulness that the user may have assigned the Portal. In addition, the government agency is not responsible for failures in the ability of the user to access the web pages in the Portal, or those pages that provide a service.

    3. Privacy and Security in the usage of the Portal and its services.- The government agency does not guarantee the privacy and security in the use of the Portal and its services. In particular, it does no guarantee that unauthorized third parties may monitor and have knowledge of the class, condition, characteristics, and circumstances of use that users give the Portal and its services.

    4. Quality.- The government agency does not control or guarantee the absence of viruses or any other elements contained in the content that may alter the user’s software and hardware.

    5. Veracity, accuracy, and actuality.- The government agency is not responsible for damages caused by the lack of veracity, accuracy, or actuality of the content.

    6. Legality, reliability, and usefulness.- The government agency does not guarantee the legality, reliability, and usefulness of services rendered by third parties through the Portal. The government agency is not responsible for any damages caused by third parties through the Portal.

  4. Procedure in the event of illicit activities.

    1. In the event any user or third party believe acts or circumstances reveal illicit use by any content and/or the web pages on the portal, and in particular regarding intellectual property rights, the user must send a notification to the government agency expressing the following:

      1. Personal data of the claimant: name, ID number (or passport in case of foreigners), address, telephone number, and email.

      2. Specification of supposed illicit activity taking place on the portal, and in particular if there is a supposed rights violation, the precise and concrete indication of the protected content being violated and their location on the web page.

      3. Facts or circumstances that reveal the illicit nature of the activity.

      4. In the supposed violation of rights, signage or the person authorized to act on behalf of the claimant.

      5. An expressed declaration under the responsibility of the claimant that the information provided in the notification is exact, and of the illicit nature of the content in the described activities.

  5. Notices.

    1. All notices and communications (henceforth, “Notices”) on behalf of the user to the government agency will be considered when sent to the following address: 45 Mexico street, between the streets Pedro A. Lluberes and Federico H. Carvajal, in Gascue Santo Domingo, R.D.

  6. Applicable Legislation.

    1. The presented policies are governed by the laws of the Dominican Republic.

  7. Jurisdiction.

    1. The government agency and the user, renouncing tacitly any other forum, submit to the tribunals of the Dominican Republic.
